    Endorsement Policy TL;DR

Who can vote? Members in good standing for at least 28 days before the meeting or PCOs for Kitsap and Pierce County within the 26th Legislative District. No proxy voting (with limited bylaw exceptions). We will require at need 12 members present (including 3 officers) to conduct business.

LD26 E-Board Membership will provide voting materials for those confirmed members upon entry to the meeting. Please come a bit early to allow for check in and handout of materials. For anyone online in the zoom meeting please see information below.

What are the types of Eboard recommendations that will be presented to the LD26 Membership

    1. Sole Endorsement — Full support for one candidate only; blocks approvals of others. Requires a 2/3 majority.
    2. Endorsement — Full support for a candidate, but others in the same race can still get Approvals. Requires a 2/3 majority.
    3. Approval — Softer support; multiple candidates in a race can get this. Requires a simple majority.
    4. No Action — Nothing happens.
    5. Non-Endorsement — Actively declining to support a candidate

How does the meeting flow? For each race (one by one)

    1. Candidates present in alphabetical order, per race. (2 minutes each) * List below*
    2. An Eboard member presents the Eboard’s recommendation to the membership for each race. Also a simple statement of why the EBOARD supports this recommendation.
    3. Members vote on the recommendation the motion that reflects the Eboard recommendation— no debate before this vote. USE color cards provided – AYE to accept the Eboard’s recommendation or NAY to not accept.
      1. A count of the votes is recorded
    4. If the recommendation passes with the required majority → done, move on. Decision is recorded.
    5. If the motion reflecting the Eboard’s recommendation fails, then members can make a motion for Endorsement, Approval or No Action on the candidate(s) in review. The motion and 2nd are required by voting members. The Discussion that follows consists of 2 alternating rounds,  2 minutes in favor and 2 minutes opposed.

Determination on type of voting to occur:

    • In the races where the Eboard adopted the Endorsement Committee’s recommendation as noted in the notation of Candidates per race, the membership will vote on the motion by a show of colored cards proved upon confirmation of membership when entering the meeting
    • In races where the Eboard adopted after their discussion a recommendation that was different from the one recommended by the endorsement committee, the membership will vote on the motion by a secret ballot process to protect confidentiality, either in person or a special two-step process for remote voters.
    • Close votes (within 3) are automatically recounted. Recount motions are allowed once per vote if the margin is within 10.

    Online voting:

    1. Identify yourself to Kimberly Lancaster online to confirm if you are allowed to vote or not.
    2. If you are a confirmed member within 28 days,  she will provide you instructions on voting in the chat for zoom.
    3. If you do not identify yourself to Kimberly, you may be removed from the Zoom meeting and will not be counted in the voting.

Who’s in charge? The Chair runs the meeting neutrally and can make procedural calls. Any Chair ruling can be appealed by a majority vote of the body.

At the end of the voting on all Candidates, a final decision will be read for the Meeting minutes.
